I remember in the army undergoing some "Aid to a Civil Power" training (i.e. riot control).  Officially it was explained to use that under certain circumstances rubber bullets would be used as a "less lethal" alternative to "live" ammunition. 
  
  
Of course, most people don't realize that rubber bullets aren't totally rubber - typically they have a metal core.  And, getting hit with a rubber bullet in the head can be just as effective as your typical bullet.
