Extrapolating, I'd also guess that the person doesn't do automated testing, using TDD artifacts (unit tests) as regression tests, supporting refactoring etc.
  
  
He or she may well belong to the camp that thinks DI, IoC, etc. is a redundant complexity introduced only to enable unit testing.
