Put simply, HTML5 doesn't have the facilities to provide us with a maintainable software solution.
We had an HTML + JS system previously, and it got _very_ hard to maintain very quickly.

A designer would be handy for UX and actualy design but there are few designers who understand how to use Blend and fewer still good programmers who understand how to use blend properly. I've found that its imperative to get the raw adobe illustrator (ai) files from designers (not pdf/jpeg/png - these are only good for a preview of the design).
